I want to view the base layer all the while my two layers switch back and forth for an audio loop. Regrettably, the base layer looks as if it has an overlay. Is there a reason layers without any content (other than audio) display opaque-like?

A "semi-transparent background" isn't an object on the timeline. It's a design element.
To find it, go to the FEEDBACK MASTER. Open the Format Background window. Be sure it's set to No fill.
If that's not the issue, I suggest you upload the .story file for troubleshooting. (If there are confidentiality concerns, save a copy, delete everything except the problem slide(s), and, if necessary, change all the text to "not the real text" or something like that.)

My Storyline 3 won't open your file, but I've seen this issue before.
If the dimming occurs during preview and when published: Check the Feedback Layout used for the layers. It probably has a semi-transparent background or shape that's dimming the base.
If the dimming only occurs while editing, uncheck the Dim button:

I confirmed the dimming occurs when published by publishing to Review 360. I started with the tips for that problem. I first looked at the layout used for the slide layers. It includes no elements.
I looked at the main (Master) slide of the Feedback layout. It includes only the five elements I expected to find. None of them are set to any level of transparency. Well, the text boxes are set to 100 percent transparency, but that is because they are used for text boxes.
What I think when I read the text "a semi-transparent background" is that it would still be an element on the slide's timeline? However, I look forward to learning if "a semi-transparent background" mentioned points to the slide itself? How does one effect change to that?
I also confirmed the Dim box for the slide layers. Regrettably, there is no fix there as the box is already unchecked.
Please, do you have any other suggestions?
Additional information specific to the Dim box suggestion. I looked at the Dim box both as it appears in the Feedback layout editing area and for each individual use of a layer.
