Best option for hosting a course.

What are my options, I have a client looking at redeveloping a free course that already 135,000 people have enrolled in. They do not want huge costs for hosting? I am skilled in developing...
How did they host before, 135K in a significant number of users and if they are concomitant the server needs to be robust.
If we were hosting that I would be looking at charging a reasonable;e cost for hosting. You could look at something like Thinkific which has unlimited students
