There isn't a way to remove the play button for embedded Storyline 360 blocks within Rise. This behavior only happens when viewing the course on a mobile device.
I do want to point you to this discussion where folks in the community have had similar inquiries.

Uncheck everything in the player features. Rather than using two slides, use layers.
