Hello all, on laptop the learners can proceed after selecting the correct spot. On iPad, it appears to be incorrect even the same spot is hit. When the same spot is hit for a second time, it appears to be correct and the learner can proceed. Could anyone kindly advise? Thanks!

I wasn't able to reproduce your issue on my end. I created a hotspot question slide, published it to Review 360, and tested it on a PC (using Edge and Chrome) and on an iPad (using Safari). I was able to select the correct hotspots on all the above browsers/devices.
