Is it possible that a LMS will override this setting? Despite me verifying that I disabled forward seeking in all videos in a course, I can still skip through a video when accessing the course in my LMS.

A helpful way to pinpoint LMS-specific behavior is by testing the course content with SCORM Cloud. If it works as expected in an LMS test environment, it's possible the issue is related to the LMS that's being used.
