Ideas for an ineractive exercise
First thing that would come to my mind, would be using a slider that changes the state of an image.
Given you have high-quality images (illustrations or photos), this would make each step easier to follow than it would be in a video. If each step contains multiple sub-steps, you could also use animations for each state. But generally speaking, less is more in my opinion.
What makes the difference in an exercise like that is the quality of images you have. if you do not have an illustrator by hand, the simplest thing would be to take pictures of each step (for example in front of a white background). Take care of lighting and make sure to ajust each picture, so that there is as little variaton in position and scale between the images as possible.

Creating a storyboard is a good way to visualize what you are going to create.
In your project, you'll get a good idea of how many steps are needed/ how many mock-ups you'll have to build.

I thought of starting out drawing a storyboard by hand and then building mock ups in figma. Then I would add them into storyline,
