PDF Attachments Opening Inconsistently (browser v. download)

Thank you, in reading other threads I was afraid this was the case as I could not find any settings in my browser to open the attachment in a new tab.
I'm wondering when your files were added to the course you're working on. There was a change of some sort made sometime within the last year, and I noticed that some files that weren't opening properly in a new tab were added earlier than the ones that were opening properly. If you haven't tried this already, I'd remove the files from the course and then add them back in. Once they're back, test the links in preview mode and see if they open in a new tab.
