If you're unable to see a published course as one of the options when you publish to Review 360, this typically means that the course you're trying to publish hasn't been shared with you yet. If you're not the owner of the course, please ask the course owner to give you access by following the steps here:
Regarding your concern with the "publish a new version of an existing item" feature, would you mind sharing a screenshot of what you're seeing? The screenshot you shared does have this feature so I'm interested in seeing what that menu looks like for you.
