I am looking to have the first half of the presentation be one heading color, and the second half a different heading color to match the 2 different topics discussed.
The only way I found to do this is with a css theme component. In this example I'm overriding the theme color variable for all lessons (and menu items) in my second section with a blue color. The theme color is the orange. It's certainly possible but not natively in Rise.
This by the way is a great way to start incorporating a multi-color palette to your course, by setting up your own color variables in css.

Which parts of a block do you specifically want to change the color for on a block-by-block basis?

The only way to change the appearance of individual blocks is to modify their styles here:
You can also create templates of blocks with the modified styles if you want to reuse them quickly to build the second half of your course.
