Compliance Training, but no LMS

I am working on compliance training, which includes knowledge checks (that I need to be documented).  Will the knowledge check (scoring) work if not in an LMS.  Long story short, I need to know if there is a way to track who has completed this course (and the knowledge checks) without the course being loaded into an LMS.
