Downloading an Exported Rise course (Web version) not working

I have had this issue for two days now and have tried multiple browsers just in case Chrome was acting up. I select the Export option and then Web. It goes through the motions, I then get the email and use the email link to try and Download. Nothing, I've had before where it might take a minute or so but I am getting nothing whatsoever. I am trying to replace the current Web versions which don't work (see other discussion about that) so right now I am 'courseless'. Is there a known issue with Web exports and downloading?
