I thought there was a way to embed a single Rise 360 block into an LMS but now don't know how to do it. For example, if I want to create one hotspot in Rise 360 or Storyline and embed that into my LMS, what's the best workflow? I am trying to avoid it showing up as a course on the LMS, since it's just one activity.

In a typical LMS, the smallest item you can insert is a single SCORM.
In Rise terms a single SCORM is one Rise course.
A Rise course needs to have at least one Lesson, with at least one block.
