Excess whitespace in Rise

Hi, sharing some fixes for the extra whitespace that sometimes appears in Rise.

This whitespace issue happens: When using a Heading_Paragraph block alone in a section.

None of these repairs are ideal for my courses but they do, at least, eliminate the large scroll area presented to a learner.

There are two repair techniques that do avoid the whitespace:
A. Insert a CONTINUE block
B. Incorporate the Heading_Paragraph block into another section (so that it is not a stand-alone element)
