This could be caused by Articulate 360 Network Endpoints not being set up for your organization.

How to Enable Articulate 360 Services in Your Network
Secure networks might block Articulate 360 services and prevent your apps from working. We recommend adding the following domains to your organization's allowlist for the best experience. At a minimum, you’ll need to allow the highlighted endpoints for your Articulate 360 apps to work properly.
