Unfortunately, there's not currently a way to change where the text appears in the block you're using in the top of that screenshot. The second block type in your screenshot is a great alternative.
If you think it'd be better to be able to change where the text appears in the top block type, would you be up for logging a feature request to tell us more about your specific needs?

You can also crop or adjust the image, then load it for the text to appear more in line with the image
