Is moodle a good lms choice for Rise?

Hi!

I see that there are multiple discussions on this, but since most of them are fairly old and I understand that Moodle have been updated quite a lot recently, I see it best to create a new one. 

Currently our team use TalentLMS and build our courses in Articulate Rise. However, it seems like TalentLMS does not handle tracking of completion status very nice. We are in the process of testing Moodle to see if that can handle Rise's scorm files better.

Do anyone have any recommendations or thoughts related to Moodle as a LMS, and of course, how it handles Rise's scorm files? Can learners go in and out of their course without loosing progress, etc. ? 

Also, how is Moodle in general? Is it easy to administrate users, create notifications, reports, course sertificates etc.?
