In our environment, this is handled by the LMS. We can choose either to embed the course (run within the LMS environment) or to launch the course in a new window.
Karl is correct. The new window vs. frame behavior is typically controlled by the Learning Management System. I'd recommend checking with your LMS support team to see how you can configure this in your environment.
