If you have selected Track using completion - 100%, then yes, if learners never visit the Resources "lesson" - the course will not register as complete in an LMS.
If you are tracking course completion using a Quiz Result, it won't be a problem.
There isn't a way to hide individual lessons in Rise 360. Some alternatives that you can explore are to disable your course's navigation, or to restrict it so that the resources tab won't be available in earlier sections of your course. Check out this article for more information on restricting a course's navigation:
