One of my colleagues opened a drag and drop interaction I created in Rise and found that the targets move down and off the screen when he is dragging the answer to the target.
Has anyone else had this issue and how was it fixed?

I've built this course just a month ago, and our team noticed that we need to kind of wait after clicking the object before the drag & drop. It then works fine. Thank you :)

Your description seems to fit the visual in this thread. Can I confirm what iOS version your colleague is on and what browser(s) he/she used?
