In the meantime, I suggest you set up the typical blocks you'll be using with the off-white background, and save those as block templates. Or just create a block template every time you adjust the background for a different type of block. That'll make it a little simpler as you develop, since you'll be able to insert the block templates that already have the desired background settings.
