At the end of our course--and each lesson--we have a "Save and Exit" button or "next lesson" which closes the course or allows them to proceed. This is important for UX, however, some of our learners are able to scroll down to the button and click it--however there is still white space below the button so the course or module doesn't actually get marked complete.
In other words, they need to scroll down past the button in order to get it to mark complete. Allowing them to "Exit" the course or move to the next module before that module is complete.
I've created a work around by creating a divider continue button that forces the browser to scroll down.
A block lesson is considered completed when the user has scrolled to the bottom of it, and they should see the option to advance to the next lesson (if you didn't disable that option). Are your courses using that option, or do the learners just not see it?
Are you finding that with the continue block there is less space than a button you created? You may also want to look at changing the padding associated with that final button. The default is 30 px on top and bottom, but you could set it to no padding and shorten the amount of white space.
We do not use the horizontal next lesson button at the bottom of the page as it is not a clear enough call to action from some internal UI testing. We instead have a button block that exits the course or proceeds to next module. It also provides a brief summary of the lesson.

Got it, James.
Were you able to try adjusting the padding? If you'd also like me to take a look, can you share the Rise course here with me?
