I want to know if there is an option for me to stop the video in different sections and do knowledge checks along the way without the student skipping the video.
There isn't a way to design this in Rise 360, but if you're comfortable using Storyline 360, you can design this interaction there and then add the Storyline 360 course as an embedded block in your Rise 360 course.
In Storyline 360, you can design something that makes use of the following:
Jump to slide triggers when timeline reaches specific points in the timeline (and the video if they are both in sync).
The destination slide could be a knowledge check question slide
