Why can't I create an index to help users navigate a long Rise page? Or is there a way to do this?

Hi, is there any way I can create an index at the top of a Rise page linking to elements lower down the page and then a button at the bottom to take you back up to the top?

I can do this with HTML documents using named anchors and links.  Is there any way I can do this with Articulate?  It is my biggest problem in using Articulate - not being able to help my users to navigate a page.

If this is not possible can you explain to me why?  It seems extraordinary that I cannot create a page index when it is so easy in HTML documents.
