I am also very very confused on this whole slide layers feature. How do you have each layer transition to the next? Can you edit the base layer once you add a new layer? All these questions might be answered once I find the trigger panel.

Hi Michelle! Here's a quick look at how to expand the panels that contain triggers and slide layers.
Regarding how to use and manage slide layers: slide layers are a great way to display additional content on your slide, at just the right time, based on whatever criteria you decide. For example, maybe you want to display some additional content on your slide when a learner clicks a button, or when the learner hovers over a certain object on the slide. Layers are great for stuff like that. You use triggers to tell Storyline when you want the slide layers to appear. And yep, you can definitely edit the base layer of the slide any time, regardless of how many layers you've created!

I'd recommend checking out the tutorials on Adding and Editing Slide Layers, and Adding and Editing Triggers, to get familiar with how these features work together.
