You can do this in PowerPoint with these steps:
1. Insert background photo.
2. Overlay photo with a colorful rectangle.
3. Overlay rectangle with shapes of your choice (i.e. squares, diamonds, etc.)
4. Select all of the shapes and the rectangle at the same time.
5. Select the Format menu, then the Merge Shapes button, then select Combine.
That will produce a rectangle with cutouts overlaying your background photo. Hope that helps!

I was able to do all of the steps except five. I think it is because I have an older version of PowerPoint. What version did you use to create this effect? It is fabulous!
If you have PowerPoint 2010 like I do, take these steps so that you can add the merge function to your menu. These instructions are from a site called ShapeChef.com. I tried it and it worked.
Click the File tab.
Select Options.
Switch to the Customize Ribbon page.
Click New Group to add a custom group to the Home tab.
Click Rename and name the group Shape Tools.
Choose Commands Not in the Ribbon in the top-left drop-down box.
Select Combine Shapes from the list and click Add to add it to the Shape Tools group.
Click Ok to close the options dialog.
