Under Engage Interaction, I have created a new timeline. I have inserted audio files for each step of the timeline. when I click next to move to the next step, the audio on the previous step does not stop. This result in the audio for both steps to play concurrently, sounding gibberish.

I'd like to take a look at your Engage file itself if you are able to share it. To post it here in the thread, all you would need to do is click on the ADD ATTACHMENT box in the bottom left corner of the reply box. (Please note that your file will not come through if you reply via email).
