I have created a timeline interaction. On one of the steps, I have included a link. I've done this many times successfully. But in this case, I am using the following link:
To workaround this issue, you can create a shortened version of the URL using a URL shortening service like bit.ly or Google's goo.gl, which also allows you to track clicks.
If the content is on an intranet, you could create a redirect URL that is shorter or place a link to the long URL on a page that is a shorter URL.

Engage has a maximum character limit of 128 characters for hyperlinks.
