You can specify whether the prompt to resume on presentation restart should be enabled on a template-by-template basis.
To enable or disable the resume option in Articulate Presenter '09, do the following:
Go to Articulate > Player Templates > Player Controls.
Check or uncheck the box to Prompt to resume on presentation restart.
Optionally, you can also check the box When running in LMS, ignore Flash cookie. If selected, your presentation will rely on the LMS to resume properly. If you're unsure, leave this box checked.
Click Close to save your changes. If prompted, assign a name to your player template.

Yes, I understand but with Presenter, user can have choice to restart the course in the beginning.
With Storyline, user continue where he was.
Ah, I misunderstood your question Emilie. You are asking for a forced resume?
There is not an always resume option in Presenter '09, but was introduced in Presenter '13.
