Is your list of bullet points a PowerPoint SmartArt object? If so, the steps below from a support article may help.
SmartArt Graphic includes duplicate bullet points
SmartArt Graphics with bullet points that contain duplicate text may not animate as expected. You can correct this issue by changing your bullet points so there are no duplicates.
If your SmartArt Graphic must include duplicate bullet points, you can correct animation issues in this manner:
Right-click the SmartArt Graphic in your presentation.
On the shortcut (context) menu that appears, scroll to Group, and select Ungroup.
Apply animations to each individual object of the ungrouped SmartArt Graphic.
