Change the numbering of the pages in the menu Outline

Hello Eric! Currently the way numbering works in the Articulate Presenter menu, the numbers are applied automatically and sequentially, regardless of any levels you might have applied. There isn't a way to change the automatic numbering to incremental sections (2.1, 2.2, etc.) in the way you describe, but that would make a great feature request!

What you might consider in the meantime, is turn off the automatic numbering, and edit the titles directly so that they include the numbers you want your learners to see. The downside to that, of course, is that since the numbering would be hard-coded and not automatic, if you ever need to rearrange the slide order, it might be a little bit of work to tweak the numbering to match.
