I sent this to my internal customer who is having the issue and it did not work. He was already working with a new PPTX file that was not part of an existing Articulate project. He tried to move it to a new folder and work with it and it failed.

Hi Jay,
In rare situations, you may encounter this error message when attempting to upgrade a presentation to Articulate Presenter '13:
"Your Articulate Presenter project cannot be upgraded to the new Articulate Presenter '13 file format."

What we got to work was to create a blank PPT file and copy slides to it. That file was then publishable.
Thanks Jay for that update - and I'm sorry the first method didn't work for you. Were the files created pre-Studio '09?
No, they are very recent files.
