Create an external flash piece that you can embed as a swf.
Create a button on that flash piece that allows them to download the PDF, and a Continue button.
Using the Articulate API commands, set some ActionScript on the Continue button that goes to the next slide in the presentation, BUT ONLY allow this if they have already clicked the Download PDF button.
then, using the slide properties, you can lock the slide from advancing, as the Continue button in the swf file will do the advancing.
I have used the swf file navigation and it works (as it's AS2).

Well, you could actually do this i think:
