Help! Understanding LMS vs. WEB publishing...

I am very new to the Articulate tools and elearning development in general!  I recently upgraded my companies '09 software to '13 but I have no idea what LMS or WEB publishing means!  Within each course, I have embedded a quiz from Quizmaker and I have published using WEB.  After doing further review and testing of the published courses, it doesn't look like I can track quiz scores of users.  Is there a way to track this information with WEB publishing or do I have to use LMS.  If I must use LMS, can you explain to me what sort of system I need to have in place for it to work successfully?  I am also asked by users for certificates, is this a capability of the '13 software?

Hi Brennan and welcome to E-Learning Heroes!

I think that you're already learning some of what LMS vs WEB means in your own testing, because you're right, if you want to track it you're going to need an LMS. You can read more about that here.

I'd like to revive this thread. I have used Moodle and now I'm publishing to the web inside wordpress. It seems like I'm going to have to re-publish everything in wordpress because of updates. This is a huge expense. But setting up a LMS is a big expense too and it has way too many bells and whistles than we need. 

We are accessing on desktop and mobile. 

I'd love people to chime in with their experience in maintaining courses and the costs of web vs LMS.
