Hyperlink Not Working

I'm having similar issues with previous users. And tried all the suggestions, yet my hyperlinks are not working.

In my .ppt file, the links work perfectly. When I publish to the environment it will be hosted in, it does not work.

I'm linking to another slide within the .ppt file. and the slides are hidden in both presenter and .ppt. Does that have anything to do with it?

Yep, sounds like you isolated the issue From this article:

If you include a hyperlink to a "place in this document," please bear in mind the following restrictions:

Slides you have hidden in PowerPoint will not display in your published output. Any hyperlinks you create that go to a hidden slide, therefore, will not work.
