Can a course created with presenter be viewed by someone using a Mac?

Hi Jon!

Are you asking about viewing a published version of Presenter? Because that's no problem at all Here's an article listing the viewing requirements for Articulate software. 

However, in order to work with, edit and author Articulate source files, they would have to be running a virtual machine using Parallels or something similar, with Articulate installed on that. There's more info on that here and here.
