It sounds like you're seeing the Flash sandbox security restriction. The Flash player (since version 8 or so) has restricted communication between the Flash player and the browser when playing locally. If you upload to a server, it'll probably start working again. Other options include:
1) Publishing to CD for your testing (assuming Engage has the option)
Ah. I see. Does the cursor shift when you're over the top of the link? It could be that there's another shape, text box, or object blocking it. One way to battle that is by bringing the text box with the offending link to the front.

2) Adding your folder to the Flash security "whitelist" by hitting this link and adding the publish folder or any parent of the published folder. http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager04a.html
Select Always Allow then Edit locations to add your folder. This method should work in Safari, IE, and Firefox. Chrome is a little different.
