outline panel not functioning properly on resume

I'm hoping you can help solve this...
It seems I'm having issues with my outline panel when the module is resumed. Specifically, you can see the level ones you've already reviewed but when you click to expand them, nothing happens.
I found that if I clicked on the level one heading a few times (bringing me back to that screen), I could eventually get the level two headings to repopulate but that's hardly intuitive.
(Please note that I'd already solved an earlier issue with the first level one heading not collapsing by following a previous post's advice about setting the first two slides to level one.)
I think I'm just this one last fix away from a "perfect" course (or at least one that will make it past our QA team). Fingers crossed!

Despite efforts on both sides (thank you!), I still can't seem to figure out what is causing this. As a work around, is it possible to lock the outline panel so that level 2s are always displayed (taking away the option to collapse/expand)?
