Outline tab not showing all of the slide titles it should

Using the slide properties I am hidding many, but not all of slides in multiple sections. When I publish more of the slides are hidden than are set that way in the Slide Properties manager. I am working on multiple courses and both have a similar error.
Level 1: New section title A (appears in published outline tab as desired)
Level 2: Examples (appears in published outline tab as desired)
Level 2: Summary (does not appear in published outline tab as desired, hidden)
Level 1: New Section B (appears in published outline tab as desired)
Level 2:Examples (appears in published outline tab as desired)
Level 2: Summary (does not appear in published outline tab as desired, hidden)
Level 1: New Section C (appears in published outline tab as desired)
Level 2:Examples (appears in published outline tab as desired)
Level 2: Summary (does not appear in published outline tab as desired, hidden)
Level 1: New Section D (appears in published outline tab as desired)
Level 2: Examples (appears in published outline tab as desired)
Level 2: Summary (does not appear in published outline tab as desired, hidden)
Level 1: New section title E (appears in published outline tab as desired) (The second to last section of the course. in one course it is the 5th section. In another course this is the seventh section.)

Level 2: Summary (does not appear in published outline tab as desired, hidden)
Level 1: Quiz (appears in published outline tab as desired)

Hi Stephanie and welcome to Heroes!
It looks like it's mostly the Summary slides that are hidden, but without seeing the actual Presenter files it's hard to known for certain. I wanted to share with you a KB article on how to manage the slide properties, as at the bottom is a section on hidden slides so you can confirm if that setting is selected within your menu and then turn it off. If you're still having difficulty, can you package your Presenter files to share with us here? If you'd prefer to share them privately you can also send them here.
