I am publishing the Presenter 09 file in the Web format. The Engage and demonstration (SWF) is playing well from the published folder. When I copy the published folder to a different location on my computer, I cannot play the demonstration.
However, when I publish the Presenter in CD format, the launcher.html play well in both the locations.
We don't actually support playing the SWF file, but other than that, it sounds like things are functioning exactly as expected If you view a published Presenter '09 presentation on your local hard drive or send it to someone else to view on their local hard drive, you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features of your content to fail.
