Were there any known Microsoft updates that could have also changed Outlook's behavior? You could look at using the Zip button on the publish successful window and then manually attach that to an email? I don't have Outlook myself (I use Gmail), but perhaps others in the community may know a bit more information about what could have changed within Outlook.
Also, if you're looking for other ways to share the content, you could look at sharing within a site such as Tempshare.articulate.com that'll keep a link to the course live for 10 days.

No, there's been no changes to Outlook that I'm aware of and it's working fine in all other respects.
I'll give tempshare a try.
