I'm not sure this is something you can do within Presenter. There really isn't a way to "lock down" a presentation and keep it from closing, let alone requiring a learner to click on a link before they can do so. If this is something that's absolutely necessary, perhaps a simple statement that the information provided in the link it critical and must be reviewed?
Can you give the community a little more information about why/how you'd like to do this? Maybe we can give you some additional suggestions that would fit your presentation.
