Since you are likely on a mac, publishing for CD won't actually help your issue. Assuming this presentation is going to be hosted online, make sure you test that functionality online as security settings in Flash player won't allow you to click on attachments viewing offline content.
Are you hosting the content online via an http address? Attachments should work fine if you do it that way. Due to security issues with Flash player, attachments won't work offline without modifying your security settings:

I create content on a PC.
Our students are complaining that they cannot download attachments on a MAC using Safari 5.
They are in 200 countries so publishing to disks is not an option anyway.
Is there another browser they can use on Macs to access articulate-made content?

Yes we host on our own website and the content can only be accessed online. I tried Safari myself and I could not open them.

Any idea why some people would have trouble? Maybe they need to upgrade Flash?

I would try updating flash shouldnt really be an issue, but it is always worth a go.
They could always try to use firefox, safari isnt the best browser on a mac
