Have you tried both of the troubleshooting articles? If your Articulate menu still isn't working after following the steps above, you'll need to repair your software as described here. You'll also want to ensure you're using one of the supported versions of Microsoft office described here.
I know there has been a gap since my last post but I followed the repair instructions provided by Ashley - the result is the same, no functional buttons on the Articulate toolbar. Has anyone else reported problems after downloading the upgrade to '13?
Looking for other options as this has been very frustrating and is delaying projects.

It sounds like you've already tried repairing and followed the full uninstall and reinstall options.
Which version of Office (year and installation type - 32-bit or 64-bit) are you currently using? As noted in this article that Ashley linked to earlier, Presenter won't function properly with the 64-bit installation of Office.
Articulate Studio '13 requires a 32-bit desktop version of Microsoft Office. It won't work with:
64-bit versions of Office
Browser-based (online) components of Office 365
Click-to-run versions of Office 2010
Note: Visual Basic for Applications must be installed. It's part of the typical Office setup. If it wasn't included in your installation, here's how to install it.
Also which version of Windows are you currently running?
Does this happen when you open an existing project, or if you launch a new/blank project or both?
If you could provide this information, we'd appreciate it.
I have experienced this issue for the first time. I have gone through the trouble shooting steps and how I'm getting some reaction from the Articulate bar. I'm trying to insert a quiz, and I'm receiving a message saying "unable to create this incident" or something along those lines. Please can you provide advise? I have just downloaded the most recent update too.

Sounds like something may have happened during the download/update process perhaps.
I would advise a repair to get this corrected.
