That's a feature that is checking if you made any updates to the quizzes or interactions included in your course and if you'd like to include those updates as a part of the publish process. I would recommend updating them just to be safe - and you may also want to review the information here in regards to how the Quizmaker and Engage files are stored within your Presenter course.
Yes. This insures that any changes that you make will update accordingly. Check out this documentation for the reverse scenario and perhaps it will make more sense.
