Yes, they should if they have a version of Flash Player that won't play the Flash content. You can't upgrade to an older version of Flash Payer so they would have to install whatever the latest version happens to be.
Chris is correct and I'd just add that Presenter requires Flash 6.0.79 or higher. If someone receives that message it would be due to an inserted Flash movie that was created at a version higher than the person's current version of Flash Player.
