Our learners who have Windows 8 and run IE, are not able to complete the quiz. Once they click on "Finish" button in the end of the quiz, the window gets frozen and then the error message shows up on the screen of LMS course completion.

I'd start by seeing of any of the troubleshooting steps listed here help resolve the issue. If not, we'd be happy to have you open a support ticket so we can do some testing on our end with your project.
We have just started to experience the same issues. It took us a while to figure out that it was a Windows 8 problem as we have remote users and are not accustomed to asking them which browser they are using. We assumed it was a flash thing until today.

You'll also want to be sure you're running our most recent update, Update 9 for Studio. It was rolled out to make Studio fully supportive of Internet Explorer 10 - the likely issue behind any Windows 8-related reports you're receiving, since IE 10 is the default browser in the new OS.
