With the known flash problem in IE9 and the Finish button not able to send status to an LMS, is there another button, another way to wrap a quiz and have the results reach the LMS to be saved?
Unfortunately this isn't a good route - the site has thousands of one time users taking a course, some in different languages, some on public computers so they won't be able to put it in compatibility mode. There are headers that have been suggested to be added to the web pages or the web.config but that will make other functional problems with the LMS. With Microsoft pushing IE9 now this is no longer a small problem.
With the Accord LMS, we went the route of meta tag and browser popup setting (rather than the modal window). Either by itself didn't work. Just have to watch for future updates.
We have suffered quite alot from this, and like yourself we have many users who will only use the system once. Some even struggle to know how to send an email, nevermind put the browser into Compatibility mode.
This should be resolved rather than looking for work arounds within IE or Flash Player. It is starting to embarrass us with clients and end users.

problem is that nested lists use invalid html and the YUI treeview code triggers a JS error which causes all JS communication to fail.
if that's not the issue - and you're using Moodle, turn the setting on in IE that reports all script errors - in internet options > advanced settings or something like that - and see if any JS errors are occuring during the load/playback of your SCORM/

I have a sinilar problem.....
Phil M advised me to have the client use IE9 in compatibility mode.
