Is it possible to delay the appearance of the submit button on a question?
And...
Is it possible to set a timer for each of the individual questions within a quiz? We need each question to be on the screen for 4 mins each before the student can submit an answer or move on to the next question. I know you can set a timer on the quiz as a whole, but that doesn't help in this situation.
I've been trawling through discussions and searching the Articulate support sections all day trying to find an answer!

That's an interesting set-up.
You could certainly set the Submit button to hidden until the time had passed.
Perhaps some other community members will have some suggestions as well.
