The majority of my graded answers don't have the option, "user must answer." So someone can take the quiz and navigate to the end of the quiz with a 100% if they have answered 3/10 questions correctly. Does anyone know how to fix this so that all graded questions must be answered?

Have you tried clicking on the Properites button at the bottom of the PowerPOint slide that contains the quiz?
You will then see options for Allow user to leave quiz, User may view slides after quiz, etc.
