Articulate Replay does not allow you to create closed captioning. If you are using the movie in Presenter or Storyboard you could add the dialogue in the Notes section of the slides. I would suggest submitting a feature request for this.
Please feel free to share your thoughts on a closed captioningfeature here, as those go directly to our product development team. Also, I hope that if the community has any new ideas and solutions to share they'll be able to pop in and share those here!
Yep CC would definitely be a feature bot Storyline and Replay could do with. Here's the best way to do it now in Storyline.
An alternative would be upload your video to Youtube and use the caption generator, make adaptations where needed and export it. Match them together in a different program or just embed the youtube video
Just commented on another thread on this same issue. That one was from four months ago. Very disappointing to see this one from over five years ago. Accessibility isn't a 'nice-to-have'. It is an essential.

Hi A!
Storyline 2 doesn't have a closed captioning feature included - and currently the only documented method I see is the onedescribed here for SL1 (which should still work in SL2).
